This is why Bethesda is swimming in cash and covers if not 100% but 95% including the one you quoted yet there's no AO rating slapped on Skyrim for example. Since when it became a problem? How much middleware besides the engine itself Bethesda had to buy to do as little as possible by the internal team? A lot. Had it stopped them from releasing a dedicated set of tools for modders? No. Was there much of a toolset to talk about? Stripped down world editor with limited Havok support and script compiler (In Fallout 4 case separated).
