It was probably to hard to do or didnt work well enough to have us able to keep it in the game

You can in a way get that car. 2 mods, either will work. Buy the Mizutani Shion, open the CET and target the vehicle, scroll through the options.

That sort of already works, if I read another thread on here correctly; If you steal a police car, it won't de-spawn. Just park it somewhere easily accessible, like your parking lot. Saw a screenshot by someone who'd amassed over 30 of 'em

Can you? I've just carefully gone through the list of vehicles you can own, and it is definitely not there. Of course, the list could be wrong...

but in a different skin. V just gets 1 skin, while NPCs get all the other alternate skins. Goes for all the other vehicles too.
