Cloud save issue

So, i uploaded my switch saves to Steam (GOTY edition) quite easily, played for awhile and now decided to continue playing on Swtich.
I have purchased both available DLCs on Nintendo eShop, but i still cant trransfer my save back to Switch, cause: "You are missing the following downloadable content to open this save:..."
And there goes a list of some s*it that i dont even need, like haircuts, newgame+, new contracts etc.
SO. How do i make it work?

I would imagine you do need the free DLC for Switch if the save is made on a Steam version that has them, and the GOTY version always does have them.

Ah, i see. So, the FREE DLCs wont just download for switch, i have to somehow know that they exist ("Intuition" show!) and download them manually. Great.
