Duel mechanic ain't working as intended

I played couple matches with Iorveth meditation now, and it doesn't make 2nd unit to damage by her full health. Lets say i target first unit 17 str and second unit 19 str in that order. While the 17 dmg is applied the second unit, 19 damage to the first unit is not. Instead of dealing 19 dmg to 17 str unit and killing it instantly, it deals 3 dmg, and then they deal 3 dmg to themselfs until the end.

Something is not right in your description. IMO it should be like:
1) "17" hits onto "19" (19-17 = 2)
2) "19" is now 2 strenght and hits "17" (17-2 = 15)
3) "17" (which is now 15str) hits "19" (which is now 2str) and kills it
4) Duel ends "17" survives with 15str, "19" is dead.
