FPS drops while using a HD 7950!!! Help!!!

Hello guys! Recently I bought a new rig just to play this game and I was really hoping to get 60 fps constant but unfortunately that's not the case. I have everything set to ultra. Resolution 1920x1080 and ubersampling off. Most of the time I get a solid 60 fps but when I am in the middle of a fight or in big open ares my fps drops to 45~50. Is this normal? Here's my rig:
Intel Core i5 2500K 3.3GHZ Turbo Boost 3.7GHZ
MSI TF3 HD 7950 OC Edition 3GB DDR5
8GB RAM 1866MHz
TX650 Corsair Power Supply

I'm not sure this game makes 60 fps constant on any setup. 45-50 under heavy load conditions is normal for high-end setups.

Yes, it is quite a good PC, but expecting this kind of FPS drop is pretty normal if you ask me.
 
That's a shame I was really looking foward to max this out I was even thinking of turning ubersampling on, but after this I'm not so sure. I thought my GPU would be enough, but anyways, thanks a lot for the fast responses.

Your rig is about equal to mine, and I'm able to run TW2 on Ultra with (almost) no problems, Ubersampling on, I'm getting consistent 60 FPS or thereabouts.

I have my card OCd to 975 Mhz core and 1275 Mhz memory, +20% power. HOWEVER, I have to manually set the fan to 65-70% speed, otherwise after about 1-2 hours of gameplay the card temps start getting into mid-60s and artifacts show up. TW2 is the only game that pushes my rig so far (not even Skyrim causes that). Ubersampling wasn't implemented terribly efficiently I fear.
 
I'm sorry but that's impossibe. There's no way you can run this with that FPS and Ubersampling on. I want honest awnsers from people that are really trying to help. And when you say Skyrim, it's quite obvious you don't understand much in terms of harware and sofware cuz Skyrim is quite easy tu run. I used to run Skyrim at 80 FPS with a stock GTX 570.
 
Everybody here is a volunteer. You have the choice of taking the answers you are given graciously, or finding that nobody is actually willing to help you.

Damar Stiehl, if he's who I think he is, is a veteran with many years of experience in this kind of optimization work; if he says he gets 60 fps, ubersampling on, on a carefully overclocked graphics card (975 MHz is a 22% overclock), his opinion should not be disrespected that way.
 
I didn't mean to disrespect anyone. I'm just saying that it is truly impossible to get that kind of FPS with Ubersampling on with that GPU. The benchmarks state that the 7950 gets around 58~59 fps average with Ubersampling turned OFF. If he says he can max this game out Ubersampling ON 60 fps, there's obviously something fishy here... I'm not going against his reputation or anything but facts are facts. I'm pretty sure you guys are aware of the performance hit in case Uber is turned ON. Thanks!
 
If you mean no disrespect, then you should probably retract your remark about "honest answers" and "don't understand much in terms of hardware and software". Because your answer was not merely disrespectful but made of disrespect.

I take it you have not personally observed anybody else's computer running this game. You are in no position to make claims of what is or is not fact. Do not do so, if you wish the respect that you deny to others.
 
First of all I won't take anything back because I know exactly what I'm saying. I've seen countless youtube videos and benchmarks and I know what kind of FPS you can get with this card. You should do a little research of your own before saying that I'm disrespectfull and taking that guy's side. You said it was pretty normal for this card to occilate like this and you weren't the only one. I have no problem posting some links here to prove my point. Maybe he meant to say that Ubersampling was turned off but accidentally he wrote ON.
 
The people who run benchmarks are not necessarily expert optimizers; they may even be intentionally not optimizing. Benchmarks are not facts for any machine but your own. Any link you may post would fall short of disproving the claims of an expert at optimization. You may as well not try; I won't be convinced by them.

And I don't care how much you think you know; calling anybody's claims dishonest or ignorant is disrespectful and has no place in decent and orderly discussion, so retract them.
 
What kind of optimization are we talking about here? One that makes the exact same card that I have gain over 30 frames per second? That doens't strike you as "odd"? Really? Unless we're talking a about a Bios update like that one that made the 6950 almost like a 6970 there's really no chance that could happen. Of course there's the possibility that his CPU is way better than mine, maybe he's got more RAM but I highly doubt that it would make much of a difference because The Witcher 2 uses much more of your GPU than your CPU. Ask anybody dude...
 
Yeah, it strikes me as odd. I have also been in this business more than 30 years, and I know enough to avoid immediately discounting "odd" claims of someone who's probably much smarter than I, especially on the basis of a few "benchmarks" of dubious quality. If he's willing to talk about how he got 60 fps on a single-GPU rig, I want to hear how he did it, not hear how he couldn't have done it.
 
I really aprecciate all the help guys. I'm really sorry if I souded like a spoiled douche but I got really frustrated when he said he could get that much out of a single 7950, even though I still think that it can't be done :D. I still have much to learn but I don't consider myself a noob when it comes to hardware and software, so when I hear things like that the first thing that comes to my mind is that he's trying to make me feel bad by saying that my card is faulty and should perform better. Anyway I think it's pretty normal to get 45~60 fps considering my Cpu is not one of the best out there and it's not even oc'd. See You!

@ Damar if you could be so gracious as to include specs and settings to alleviate misconceptions .
