Game breaking mutagen bug for NG+

For some reason when i started a NG+ all of my mutagens disappeared out of my inventory
And when ever i kill any monster they never drop any mutagens.

I'm beyond confused.

Using mods, or have you ever used any?

I know mutagens not carrying over to NG+ is a known problem that to me happens on my Steam game (non-GOTY 1.31) but not on my GOG one (GOTY). No idea why.
