lag and cannot start the game

After I have re-installed my windows, I was trapped in the screen as shown above, and could not started the game. I have re-installed the Visual C++ package, and verified the file integrity in steam, but the problem continues. May I ask if there are any other measures for solving the problem...

You could tell us more about your computer (CPU, GPU, RAM...). Also, did you install any mods for TW3?
Maybe reinstalling GPU drivers is also worth shot. Did anything else change on your computer? New hardware, new software?
