New Game Plus at Level 70 vs Level 50

So I'm planning on doing a New Game Plus somehow; is it beneficial to do a New Game Plus at Level 70? If there's a scaling level in New Game Plus and a cap, wouldn't it make sense to hit the cap? In theory, having a level 100 Legendary Grandmaster Armor Set would be better than a level 90. Of course, enemies would also scale up, but if there's a cap, I would hit it as well.

I generally want to know two things:
1. Do enemies and equipment have a level cap at New Game Plus?
2. If so, what's this cap, and does it make sense hitting it by reaching level 70?

Enemies are capped at 105, equipment (and Geralt) at 100. So while enemies can be stronger than you they will never be "skull" level when you're level 100.

I Think Aerondight scales with you level. So you can go and pick that up in Toussaint, if you have Blood And Wine.

Weapons will be scaled to the level you are at when you acquire them. So, for example, if I grab receive an XYZ Sword at level 15, it will likely be something between level 14 and 18.

However, it is possible to reacquire weapons during NG+, so you can replace the version of the one you're using with something much higher level.
