Quen Sign needs to be able to target the board.
This is a problem. It's been a problem since the CB when they changed the card. I understand that doing this would remove the element of surprise about what card you Quen Signed, because you would see it and know the rest of the copies were also shielded, but I think players would trade that knowledge for the versatility.
I think this would be a nice play for the ST player who would normally have no counter against approaching Shield Maidens or Hjalmar. Plus, I think it would make the Quen Sign more playable. Because right now, other than the few times I see it in Mulligan or Reaver decks, it's just a dead card.
