RNG Loot Question

Since loot is mostly RNG, and there are so many relic silver and steel swords out there, is it likely that a few relic swords may not drop at all during a given play through?

I suppose it is possible, as I've had higher leveled versions of the same named relics drop as loot e.g. Forgotten Vran sword.

Thanks for the reply! I just ask because I think I have 100% the game, but I’m still missing at least 5 swords that are shown on the game guide.
