SPOLIERS - Why are Redanians in Novigrad?

SPOLIERS - don't read if you didn't get to Final preparations quests


So when you go back to Novigrad during Final preparations quests there are Redanian soldiers in it with Temple Guard (Novigrad soldiers) and witch hunters. Radovids ship moved from Oxenfurt to Novigrad. I didn't see any explanation about that. So Redania conquered Novigrad? Annexed it? What happened? Before that it was a free city in Redania without Redanian soldiers.

Yep, he moved in Novigrad. There was a lot of ground work before he could do this though,however the game doesn't serve this information on a silver platter, but if you happen to make certain decisions in quest, read certain books, ask certain questions... you'd know that the whole burn down witches compain was essentially a ruse. As you might know the witch hunters order is mostly funded by Radovid and they're already plenty in Novigrad even before Radovid's conquest. Yes, the witch hunters supposedly truly serve the "Eternal Fire" only. but their leader is also in cohorts with Radovid, as the witch hunter leader, Menge. With a single mastermind behind them all these groups are apparantely taking out sorcerers and sorceresses as they could and would be a significant fire power against Radovid's troops. Find an enemy, demonize the enemy among common folks, take out the enemy with the help of these folks ---> profit.
