Same problem here! Steam Restart does nothing. Seem to be only RU OLD Versions.

I have the same issue, but it's downloading something right now, might solve the issue, might just be day 1 DLC...

Its clearly CDPRs fault. SteamDB says ArtPack and .EXE are missing in the RU_OLD Version!
