This is reminds me of some cut content found in ME Trilogy, where FemShep had the chance to romance Ash and Miranda and Tali, and MaleShep, Kaidan, Thane and Garrus. Turns out, the devs had recorded the lines, made some of the scenes because there was bug in programming their tools that made romance not work if they did not do this.
In all honesty, I think at one point all the characters were available to both genders. What I think happened
I'll just copy paste what I wrote in a different place about this situation.
"Cut content" yeah, sure. Literally the same thing happened with ME1 and 2. Ashley had romance voice lines with FemShep and Tali with FemShep in 2 and yet, they were still straight. BioWare once explained that this is how recording lines work. They edit this stuff later. So no, CDPR didn't CUT anything.
Also, in that "romance" there's still a lesbian joke and Carol at the end literally says "leave you girls to it". Not to mention that sex scene is literally made for two women, not like Panam and Male V where penetration is heavy implied. And saying male V "doesn't have to use his junk" is just a laughable and desperate excuse.
Some men honestly can't handle the fact that some women aren't into them? They has to call conspiracies and whatnot? Let lesbians be happy that they have a beautiful and fair represenations finally in a game, while hetero men and women had plenty for years, not to mention romance options as well.

A small addition, the reason of ME 1 having romance scene and voice for Ash and FemShe is because it was a bug in the core programming that got carried through the entire franchise later. To fix the issue in a ME 1 without breaking the dialogue system, they did this and turned it off.
Generally, recording starts when most of the story is done but most of it never ends in the final release becasue the story is different then plus from the animation, which is mocaped, you can clearly see Judy's hand clip and the entire things is way sensual to be made for a Male V romance.
