Why the GPU reaches 97 to 99% ?

Also lag and micro stuttering

My specs:
4KUHD
Has been adjusted to 1920x1080
Win 10
CPU:Intel(R) core(tm) i7-6820hk cpu @ 2.70GHz
GPU:MSI NVIDIA GTX 1080
RAM:DDR4 (64G)
1x M.2 SSD (SATA)
2x M.2 SSD Combo (NVMe PCIe Gen3 x4 / SATA ) SSD
1x 2.5" SATA HDD HDD
already update latest nvidia driver

material and effect all open to the maximum
 
Its normal for your gpu to reach 99% load, although micro-stutters are not.

for the stutters:
If you have v-sync or g-sync try with them both on and off.
There was somebody else reporting that installing w3 on an NVME drive caused stutters, so try installing there game on you sata drive.

whats you mean normal for your gpu to reach 99% ?


just first enter the game will appear lag and micro stuttering phenomenon, and then into the game through the place will not appear these phenomena, but sometimes start again or after loading and then the emergence of these phenomena

It depends on your CPU, but it is perfectly common for CPUs with multiple cores to "hit their ceiling", though this is usually a matter of the CPU cores in use hitting their ceiling -- not the whole CPU maxing out. If that happens, you'll likely experience massive performance issues or hanging / crashing.

This will be different for different systems. Frame-timing is very important to TW3. Be sure you are running Fullscreen, using only standard Vsync through the game, have your monitor refresh rate set to 60 Hz, and set your Frame Limit to 60 or less. Disable G-Sync if it's on. Overclocking of any kind can introduce stability issues. Presently, if experiencing any performance fluctuations at 60 FPS, it seems that capping FPS to 48-55 creates a very smooth gameplay. (Just open user.settings and edit FPSLimit=XX.)
