I got to 50 street and leveI 49 then started again from my "chippin' in" save after completing "the star" ending with Panam. I had done everything perfect but my Jonny score was still only 60%. I had some legendary cyber ware equipped in most slots. You can find these on cyber psychos and bosses and regularly doing the rounds at at all the different ripper docs as you level up. Some have level restrictions but if you pick it up I think this overrides it. Just go and start brawls with gangs - you never know what you may loot. I still can't get the hang of Kerenzikov, its a bit random on Playstation 4 which still crashes at least once a session.
