This error usually occurs when the game is somehow corrupted during the download process so I'll assume you have a digital download version of the game. It can happen due to internet connection problems or antivirus software blocking, deleting, putting files in quarantine or sandboxing them.

Completely disabling antivirus and firewall and redownloading and reinstalling the game helped in all the cases apart from one, where it turned out that the hard drive the person owned was corrupted and installing the game to a different HDD helped.

To uninstall if you have the Steam version: right-click on "The Witcher 2" in your Steam application, select "Delete local content". Then redownload the game.

Unfortunately, nothing was introduced in 1.3 that would make the performance with Ubersampling on significantly better on this setup.

Just a word of (possibly) explanation.
1. QTEs are linked to performance. When your machine has trouble processing the game and struggling for FPS it's more likely that the input during the QTE won't be registered in time.
2. In the patch 1.3 the black letterbox for non-16:9 resolutions was removed. For all those resolutions it's more pixels for your system to process. Effectively it's like playing with a higher resolution. Cue the inevitably worse performance (but more detail visible).
3. Disabling blur and motion blur simply cut the heavy load on your machine a bit. You could alternatively disable Anti-aliasing, SSAO or decrease LOD distance. Or fight fire with fire and decrease the resolution.
