You get the crafting diagram for it by default at the beginning of the game. You need Chitinous Shells to craft it. Apparently there's a smith in Midcopse that sells them, try there. I've also seen smiths that sell the Cured Draconid Leather if you're interested in buying them and not crafting them (not sure where though).
