I'm pretty sure that "not looking bad in comparison to W3" is one of the main goals right now for the Fallout 4 dev team.

After seeing the reveal of Fallout 4 at E3, CDPR has absolutely nothing to worry about. The voice acting, graphics and overall immersion is laughable compared to W3. It looks like a bunch of high school kids got their hands on a gaming engine compared to what CDPR has accomplished with W3.
