Health bar/stamina-adrenaline/toxic and the bottom left items panel missing

Health bar/stamina-adrenaline/toxic and the bottom left items panel missing

I have been playing the game since launch and these indicators and bars have always been on even when I'm not in battle but today it only appears during battle and disappears during everything else. How can i get it to stay permanently on even when I'm idle? or is this a bug?....I turned everything off once to take a picture and when turned it all back on this began to happen. (Don't remember original setting of game but yeah)

If health and stamina are full and you're not in combat then they disappear after a while. Sprint for a bit to use up some stamina and they should appear...
