How do I get plants at the garden in Corvo Bianco?

I really need winter cherries since red mutagens are still rare as hell but when I speak to Basil I can only ask him to paint the house, get an armor table or a grinding wheel.

The upgrades come in two phases. Just do these first and in the next one you will be able to do the one you want and some others.

The only one you need before the garden option is "Paint the House". Once that's done, you can do the garden.
