Merchants and InnKeepers stopped giving me Gwent cards (late game)

Merchants and InnKeepers stopped giving me Gwent cards after 90 hours of playing except for the Gwent Quests

Please check cards which you already have. When you receive all card from normal opponents then Innkeepers stops giving them.

Just like bartoos1 said, check if the specific merchant or innkeeper is supposed to give you the card you already got. Also I recommend to use (for example) this Gwent Cards guide: http://gwentcards.com/
Keep in mind that if you will play with the same merchant few times he won't give you more cards.
