Resolution Problems: Stuck on 4K

Hi yall, I have on steam the Witcher 3 with all dlc, and am having some problems. I have an acer preditor 4k moniter 144hz hdr ect. My system is amd based on an MSI MEG X570 ACE Motherboard, 32 gb ram, 3700x cpu, and a evga 980 ti vcard. I can run the game in 4k resolution only. Whenever I try and switch to any different resolution the game minimizes and wont go back to fullscreen. I tried 1920x1080 and 1440p. Nothing seems to work. If I switch the resolution below 4k then try and launch the game the game window starts minimized I click on the window it goes fullscreen for a few seconds and when it does its all black then the game will minimize itself again.
 
Go into the Nvidia Control Panel and switch the scaling mode to either:

1.) No scaling. This will create a smaller screenspace for you to play in, but graphics will be 1:1 resolution. Crisp...but smaller image.

2.) Maintain aspect ratio. This will create a "stretched" image of the game. It will take up all of your screen space, but it will be pixelated or blurry in places.

Also, ensure the scaling is being done on the GPU.

I will check it out. Yeah If I go below 4k with aspect ratio on it will give me the same weird behavior the game starting minimized and cant get it to show up and stay fullscreen. If I do no scaling that works fine. But I would like to play the game with the aspect ratio on so I can use my whole monitor.,

This is ridiculous. I used to be able to run the game at lower resolution than my monitor, 3440x1440 and always have in every other game though it's not a popular aspect ratio. I tried these settings and the game STILL distorts the image stretching it to look horrible. Just changing resolution bugs the UI and I have to close the game alt-F4 and restart.

Touching ANYTHING on the Video page totally bugs out the game interface and it's alt-F4 again.

Playing on lower resolutions in borderless of fullscreen with lower than monitor resolution is impossible. Even on Fullscreen I can see my desktop on either side which is very distracting and annoying. Who codes games this poorly? I'm angry again after barely calming down and giving you time. Fix this sh##

Does it do this when you adjust the settings the way I describe above?

Stuff like this isn't controlled by a game. It's controlled by the way your monitor is interacting with your GPU in that particular display mode. Things like DLSS and such are not really handled by the games -- they just utilize that feature of the GPU if it is available.

As for seeing your desktop, that means that you're running in Windowed or Borderless Windowed. You need to switch to Fullscreen. On Fullscreen with display scaling disabled, it will still draw only in a "windowed" space on your monitor, but the "background" will be black. You won't see your desktop.

(This is how it works for all games. If you're not running in 1:1 resolution, the image will be displayed only in the applicable screen space, or it will be stretched [scaled] to fit the bigger/smaller resolution. Any sort of scaling will result in some level of image distortion.)
