I think he should be able to put any card on top. It gives him a bit more flexibility. Maybe then you can think of playing vicovaro novice or isbel in round 3, OR you can just use his charges in earlier rounds to push your opponents and at least guarantee yourself something good for a short round, and having only soldiers to pick is very limiting in that aspect.
