The game do not working fullscreen

When I put the full screen in the settings, the game is minimized to tray and not unfolding. Command - "fullscreen" does not help. How to solve this problem?
Version of the game - Steam.
PC configuration:
WIN 7 x64 Pro
AMD FX-8320 4.2 GHz
Palit GTX 760 Jeatstream 4GB
SSD Samsung 840 Pro
8GB DDR3 Samsung

im playi ng on s t eam too and keep having inventory lockup//crashes.... i remmeber first time i booted up it set my screen to "windowed/borderless" and i switched to full, i wonder if its better to put it back, have you tried? i might... its becoming game breaking for me....

I deleted the preferences file, and the game started, but again in a window without frames. And FPS, will not it more in fullscreen?

Do you have Teamviewer in the background? if so turn it off.

same issue. as soon as i set fullscreen game gets minimized, also frozen for me once. gtx 980, i7 4790

Guys, it's a joke. I looked up in the configuration file. Full-screen mode is turned on, but in the game the slider to point out a Window Mode without frames.
