What's the point of archgriffin decoction?

It gives 5% vitaity damage per strong attack. That seems pretty bad unless you're attacking a boss who is overleveled, right?
Furthermore, is the 5% of their regular vitality or remaining vitality?

I'm a little confused about how good this thing is. Are there builds where the archgriffin decoction is good? Again, 5% just seems very low. Any thoughts? I guess you could combine it with the blade reward from hearts of stone DLC...?

I guess it's remaining vitality. Otherwize, it would be to overpowered. 5% it's not that "low". It would mean if you manage to deal 20 strong attacks, whatever the amount of vitaly which have the enemy (100 or 100k) and the job is done.
So yes, mostly useful against bosses at the beginning of the fight to drop down their vitality faster (even more useful in high difficulty).
 
There are some decoctions/potions that I simply do not use, like that one. I like my potions to have more immediate/noticeable effects.
