Witcher 3 stuttering - i7-4770k@3.5GHz + GTX 1080

Hey,
Sorry in advance if this was posted already multiple times but I have tried everything I found on internet to solve my issue, and so far it did nothing, hoping to get some help here :)
So for 2 weeks of gameplay of Witcher 3 on GTX 1080 everything was running smoothly(120 fps+ almost always - combats/cutscenes, you name it...), no stuttering or "lag spikes", but then for reasons I had to reinstall Witcher 3 and then my problems began, I have almost always 40 fps less and game simply stutters even when I'm standing still doing nothing, especially on cutscenes it gets as low as 45 fps. What I have tried:
- lowering graphics, but no matter what graphics settings the stuttering is there
- Install older NVIDIA drivers including the one I used when game was smooth
- get rid of steam overlay/msi afterburner/rivatuner/xtreme gaming engine or almost any other program although I did run them when perfomance was smooth
- change some stuff on NVIDIA Control Panel like maximum pre-rendered frames to 1
- Uninstalled all mods
- ran pirated version just to see if its better perfomance there but its not, same as my steam one
- reinstalled windows just in case

I really have this stuttering problem with Witcher 3, I tried other games such as BF1, Mass effect Andromeda(have some bad perfomance in certain cutscenes but no stuttering in gameplay itself), Rise of Tomb Rider, GTA 5, RE7, Far Cry Primal, Overwatch, etc..

In your Nvidia Control Panel, under the section "Manage 3D settings", set "Maximum Pre-rendered Frames" to 1. This solved the stuttering for me.
No idea why your framerate is so much worse though...
