[HELP]: BROTHERS IN ARM: SKELLIGE, bug?

Hello!
I cant finish this quest (it says I have to help resolve the matter of the succession of the skellige throne). It doesnt mark anything in the map and I have no idea what I am supposed to do. When I try to talk to Cerys or Hjalmar they say that they will help after the "succession of the throne" is done.
Btw I went neutral (didnt help the siblings).

If you help neither Cerys nor Hjalmar, then the quest will fail and Svanrige becomes the king.

I noticed that the game was full of illogical quests and objectivies. I started with the “Ask Dikstra to help rescuing Dandelion” (it fails forehead if you abort a torture during Menge's quest).
Now I'm here. If you choose a neutral path, then you won't be able to continue the King's Gambit quest. Why? There is no reason. The developers just decided to do so.
The Witcher's quests system just sucks. That's a pity.

It is not necessarily a bug that you cannot always get all quests "completed", ignoring an optional quest and failing it can also be a valid path that leads to a different outcome. It is a different matter though when an already completed quest fails later for no particular reason.
