Elsa gone from the inn? Collect em' all?

Can I get the cards like Lord commander of the North from somewhere else or do I have to start over because of this?

I think only the Innkeeper at White Orchard sells that card

But I think it was mentioned that she moved away from the village, so its possible she is still to be found somewhere else. I'll keep an eye out for her
