Even so whether you cheated or not, this oversight should be of consideration, not whether about you cheated or not. Because the way it has been put so far is that "well you cheated so there probably aren't any solutions", yeah sure but this also applies to non-exploiters who legitimately reached well past level 50. So if there isn't going to be any solutions for cheaters than there might as well be no solutions to those legitimate. AND even then this is a single-player game.
You should be prioritizing PLAYERS not whether someone cheated or not. So if there is anyone who has encountered the bug legitamately or not, IT NEEDS to be taken to consideration not the word game "you cheated so we ain't fixin' it," and that still applies to non-cheaters too.
No one is saying the problem is not being addressed. The present fixes are being prioritized based on the severity of their impact on
all players across the board, as well as how definite the cause/solution is. The leveling bug is actually not an issue that affects the majority of players (though it does seem to be a good number!), and it's also not clear where the core problem is stemming from. Issues that will affect all players universally and those that can be locked down and fixed with more certainty will be given priority.
If a player used a cheat / exploit / mod in the past, it's not that anyone is saying, "You cheated so we ain't fixin' it" -- it's that
it may not be fixable. Things like that can sometimes create values that shouldn't exist in the save-state, and it may be unique to each player, depending on what they did before and after they used said cheat / exploit / mod. Other times, fixing that problem can cause much more severe problems elsewhere.
In the end, I'm sure this issue will receive more attention in due time and some fixes will be found.
