Novigrad mainquest doesn't reward XP?

Is this intended or a bug? Seems weird because previously the MQ showered me with XP.

No, on PC. Is the MQ in Novigrad where you just run from NPC to NPC supposed to give XP then?

if a quest has a suggested level, but is greyed out (not green or red) then it won't give xp (this will happen if you are around 6-7 levels higher than the suggested lvl)

I've played MMOs before so I know what the color coding means. But no, the quest is green, 2 lvls below me.
