1. Why did the vampire allow Priscilla to live?

2. Was the vampire the "Concerned Citizen" from those notes all over town?

1. I don't know it seems that he doesn't finish his attack. Maybe he has to run becouse he will be seen?
2. Yes that "Concerned Citizen" was a vampire himself. He wanna to reclaim people who lives in Novigrad to live to his vision on how people should behaved. He agree with the Church of Eternal Fire.

During investigation of the Priscilla attack site, Geralt noted the footprints and deduced that the attacker fell back on his heels a bit due to fierce resistance ( so Priscilla is probably quite good at melee combat repelling a higher vampire and all, though temporarily ), then he had to run away due to guards intervention. Good to know the city guards actually did something useful.
