Enjoying TW3 on Xbox One

It isn't noticeably here, playing on a TV. The gameplay looks as sharp as the 1080p cinematics. Resolution is entirely irrelevant when this frame pacing issue is so obtrusive as to make the game unplayable. For me anyway. And it's a problem with both console versions.

What is this frame pacing issue?
It's not happening on my XB1, at least I can't see anything?
Where should I be looking?
