Why is there no Spanish voice acting?

I've been snooping around for a while and can't seem to find any comment on this. Gaming is massive in the Spanish-speaking world and it just seems like it would have been an obvious choice. Are there really more gamers in French, German, and Brazillian Portuguese areas of the world that they would rather concentrate all their resources on those instead? I find that difficult to believe. The Witcher isn't the only series either, as far as I can tell all Bioware games skip over Spanish voicework entirely in favor of comparatively smaller languages. I'd really love CD Project Red's input and insight as to how they decide what languages their games are translated into.
